update: i found out that the city lights that were connected to the turn signals somehow got water in the wire (a little piece didn't have electrical tape and burned the left turn signal wire all the way to the fuse box now the high beams are on all the time so i disconnected the high beams and i took out the fuse for the wipers, now i have to get the wires that are probably touching each other ( maybe the high beams with the wiper wash and electric tape them again) now my question is will this fix the high beam and wiper wash dillemma or is this a greater problem then i expected?

another update: well i disconnected the windshield wash plug connected to the washer tank and the problem with the wipers on when i start the car is gone ( i dont even use the winshield washer so no biggie). Next I disconnected the high beams but now i can't use my fogs with my low beams. is there any way i can rewire the fogs to turn on when i use my lowbeams (HIDS)?

the fogs will not work unless the highbeams are working. they are somehow connected in the circuitry...
