Can i fit the 3.46 ring and pinion from a '86 e23 L7's LSD to the case of a '95 e36 M3?

Yes you can. You also can fit the ring and pinion from a late 80's 528e, 6er, and the e23 7er's like you mentioned above. They all have a locking 3.46 gearing. Any shop with differential experience could swap it out and freshen up the diff.
