Does anyone do ECU programing for OBDII turbos?

I am trying to find a better setup for my MechTech 2.8 Turbo. The last time I checked, no one could do it.

Honestly, I am getting tired of fiddling with the fueling issues... maybe I'm getting old.

not turbo in particular, OBD2 in general, not matter what modification goes in conjunction with it.
