do i need to strip the old paint off the wheels first, or can i just sand it and prime/paint over the old? i am not looking for the most perfect job here, just the easiest i can with relatively desent results. i plan on getting some other wheels in the next 6 months, and i that point i will get the oem wheels redone professionally. thanks
If you are going to replace them soon, Just sand them and paint.

If you want to do a perfect work, strip the whole paint off. If you don't do it, you'll still need to sand it down 'till you get the clear coat off the rim so the paint can stick to it.

I would just sand and paint. There is no reason to go all the way down to bare metal.

What if the paint is really detroyed? Mine have already been refinished once (badly I might add). The paint is flaking and such. I'm planning on keeping them and I'm thinking I'd like to have them professionally painted.
What would be the best method for stripping these myself? Too much work? Should I just pay someone to blast them?
And how much should a decent respray cost if I brought them in already stripped to the metal?
