3k for a 328i with some issues good?
Issues being locks won't open with remote or with button press and both rear windows won't go up or down. Won't rev past 4k.
120k miles and light blue color. Automatic. Also has sport package

Could be window regulators for rear windows. If so, easy fix. An hour for borh windows. Just replaced my rear (L) driver's side - $22 and about 30 minutes (more time spent on getting Punk Tacos on iHeart radio.

That's troublesome. Without a proper diagnosis, you're taking a stab in the dark. It could be something minor, or it could be a major repair, even necessitating engine replacement.

Danger Will Robinson, danger.
If you can fix this at home, then maybe it's a good deal.
But if you have to go to the shop for repairs, the cost of repairs plus the cost of buying the car now will easily exceed the price of buying a car that will wind itself up to redline without objection. You are considering a Mechanics Dream, this is a car that needs service that a mechanic can do on his dime and end up with a car that he can sell for more than he paid for parts. If you need a mechanic to make repairs, then you should not consider buying this car, and if you could make the repairs you would not be asking here if this car sounds good.
I once bought a mechanics dream that needed a transmission rebuild. The seller discounted the car (an '00 323 in 2010) to $2000. I did some research and discovered that the car needed an $80 part that I could install myself. If the car really did need a transmission, then the transmission shop would have charged enough that the car would not have been worth buying. The guy selling it sold it because he didn't want to pay to fix it, but he didn't know that it only needed 80 bucks.
If you find that the car needs a cheap part, then it might be worth the price you are paying. But if it needs a major repair then it is likely not worth it for you to buy. If you have room to strip it and sell the parts, then maybe you can make more money on parts than the price of the car.

If you have the VIN (last 7 digits), use mdecoder.com and look at the build sheet. If the car has an N51 engine, it just gets worse for you.

Be aware that if it is an Sulev, it has a 15 year, 150K mile warranty on most engine related issues. Take it in to BMW and see.

N51, it's a CA car
I also have a California car, it has the N52. You cannot assume anything based on being a CA car. RealOEM.com will also tell you if the car is N51 or N52.

Took it to a shop....he said he had topped off the fuel tank then the issue started lol
