No communication thru obd2 junction box module was replaced and reprogrammed

I have 07 328xi the scan tool doesnt communicate to computer. power is on to od2 port no fuses are blown . how would i check into this . could it be the fuse block distribution inside circuitry. shorted, I never got recalls fixed on blower motor electrical or airbag done, could that be cause.
