Check for headlight relay.

Which of your cars? That helps us to help you. For example if it is your E34 525, then check the LKM = light control module, the black one like a video cassette in the fuse box, inside are the relays for low and hi beam and the foglight relay.

I have a e38 97.

Sorry this is my first time here. I have a 97 BMW 740iL E38. All the turn signals Park brakes flashers signals, they all work but the headlights do not high beam or low beam. And I've replaced the bulbs in both and still nothing.

All exterior lighting for the 97 e38 is under the control of the LCM. See info below on how the relay & fuses where incorporated into the LM, then to the LCM, then to the LCM III:
