it says 17x8, 17x8.5 etc. What is that 8 or 8.5?

I'm trying to figure out what to put on my 99 740il. I want to go with Eibach springs and the which will lower it a bit. I'd like 19's about 8" wide. I am unsure what will work/fit. I don't want the rims sticking out either. Any suggestions and pics would be appreciated.
Does anyone know what the stock offset is on the standard 16's?
