Strife

Alright, I've searched my ass off on this issue, all opinions greatly appreciated I'm going to try and solve this problem by tomorow morning but tonight preferably.
At first this happened intermittently, now it's consistent, on cold starts, my engine will not rev, whether I use the pedal or do it by hand at the butterfly, as I try to get it to rev it eventually will, and smoothly too, takes anywhere from 2-5 minutes.
Now, I don't know if this symptom ties in, but after it does rev fine, when I use 0 throttle input AFTER using the pedal the car revs high under no load, anywhere from 1000-2500 RPM roughly. I can get the revs back down by forcing the pedal back by hand roughly 2 mm, or by doing the same in the bay by hand.
I have cleaned and lubricated return springs at both the pedal linkage and the TB, I have also checked my TPS, which functions properly, I haven't done any test on MAF.
Personally I strongly think this is a sticky TB valve, but before I go ahead and start unbolting the ASC elbow, I have a couple questions for concern.
1) Can the plate stick independently of the throttle being moved at the pedal or by hand? Hard to imagine but maybe....
2) If I remove the ASC elbow, PLEASE tell me I can put it back without requiring a new gasket, I have some RTV on hand if that works as a necessary substitute.
3) With my brief knowledge of the function of the MAF, IAC, TPS, IAT, and ECT, I don't possibly see any of them being a culprit for the sticky throttle and hesitation to idle down, BUT, this inability to rev for the first couple minutes almost guaranteed seems like a sensor issue, doesn't it??
Hopefully some of the m60 guru's can chime in here and help me out, this is maddening!
