Passenger restraint Failure Message on 07 328xi

I am getting a passenger restraint failure message on my 2007 328xi and I'm not sure why? I had the back seat bottom out to replace the Fuel level Sensor and I noticed that I trapped one of the wires that leads to the rear seatbelt. The wire looked crushed so I spliced in a new wire but I still have the message?

Does the passenger seat belt failure message refer to any of the three passenger seats or just the front passenger seat?
