Are you able to open the top,of the canister?

This may be obvious, remove the fluid (a turkey baster) will work in a pinch, to see the components. The attached indicates all the components within the reservoir canister.

I can't remove item 17. I pull on it and it will not come out. I have a new one to install.

Have you removed the clip (Item #8)? If not, slowly work it upward till it comes off. Don't wreck it as you will reuse this item. Also, not all filters have item 17 as some just have a big washer and the ceramic filter element. Oh yes, don't use the Thanksgiving turkey baster. Buy something at a $0.99 cents store for that.
