Measuring ride heights...?

i dont understand how people measure ride heights. such as if someone says their heights are 13" in the front and 12" in the rear, what does this mean? where does this measure? and how can i tell how low that will be on my car? thanks.

You measure from the center of the wheel to the fender to get the heights. To see how low that would be take your current measurements for a comparision.
