Guy at work owns a 2009 135i convertible with 60k miles that his wife drove through a flooded street and locked the engine.... Insurance is offering 20k total value but will let him buy the car back from them for $3,800. Is it worth parting out, or putting in a used engine? He can walk away with the salvaged car and $16,200 or just a check for $20k.

Why isn't the insurance company putting a used engine in it? I'd take the $16.2k and the car and put a used engine in it.

You have to call them to get a price. Ask whether it comes with turbos or not. You likely need new turbos as well.

If you replace the engine, make sure you remove the inter-cooler and drain the water out. I watched somebody ruin a new engine because they overlooked that little detail.
