Whats with my rocker panels

"]Why is the diameter of the last hole on the fender a bigger hole then the other holes? The green grommet fits nice but the clip does not snap into that grommet. It's all OEM. Is the clip different for the last hole on the fender? Both sides I am having issues with. My cars a 98 m3 coupe

There's no right part number. Real oem doesn't say anything regarding one hole being bigger then the rest.
