So how can I tell if I need to replace my P/S rack or just an inner tie rod?

What happened was I was driving took a right turn and bamm no more PS looked under, added fluid and it just flowed right out the passenger side boot. So I am short on cash and could use the best advice on what I should do?

The inner tie rod doesn't seal anything; thats the rack seals' job. If its flowing out of your boot then you blew your rack seals. I don't know how to refresh a steering rack but a complete steering rack can be found at a U-pull for $40. But, might as well use this as on opportunity to upgrade to a z3 rack or just a fresh stockie. Though it's kind of weird that the fluid is just flowing out without articulation of the rack, are you sure it isn't flowing out of a busted hose and splashing/ running/ dripping off the boot?
