Should a November 2011 128i soft top with 36,000 kilometers on it require brand new discs when changing the original brake pads? This is my wife's car and is not used in winter. Or is this the worst BMW dealership(St Catharines Ontario) ripping of lady drivers? I went in and asked for the old discs, hard to tell they had been used. My wife was told "It is because BMW use a new lightweight aluminium metal" I have never heard such manure! Is there an organisation to take them to and have them assessed?

Everyone has their own idea on this, but personally I do not reuse rotors. You can not turn or resurface the BMW rotors because it is a softer material it just chunks the surface. With out resurfacing you will have noise and possible scrubbing sounds. Sooo, that being said if they want happy customers they will always recommend to replace.
with that few of miles tell your wife to stop dragging the brakes ;-) they will last longer :-)
