IFHSrv32 Netserver function

I'm aware of the need to start ifhsrv32.exe (Interface Handler / Netserver) before opening DIS / Progman as virtual machines.
But is it also necessary to start ifhsrv32.exe before opening non-VM programs like INPA, NCS Expert, and Tool32?

What does the IFHSrv32 netserver do?

Its a gateway server application to link internal VM EDIABAS with your external EDIABAS on your laptop. Think of it as a bridge.
