tailgate tool kit reinstallation

I removed the toolkit flap in the tailgate. Now I can't get it back in. It's like it just won't like up correctly. I can put the hooks into their place, but then it won't pivot all the way around to line up. Is there any particular trick?

You just have to finagle it and it will eventually go in.
