You should be able to find an e30 m knockoff pretty cheap. Personally I don't like the e36 steering wheels, but it shouldn't be hard to find one. There's a good number of m3s running around.
I believe there's no adapter required to change wheels between bmw's, but I may be wrong.

Here is a 3 spoke M3 steering wheel from a 98-99 e36 M3 http://www.ebay.com/itm/BMW-M-TECHNIC-SPORTS-STEERING-WHEEL-E36-M3-BRAND-NEW-/221153189320?hash=item337dc1ddc8&item=221153189320&pt=Motors_Car_Truck_Parts_Accessories&vxp=mtr (http://www.ebay.com/itm/BMW-M-TECHNIC-SPORTS-STEERING-WHEEL-E36-M3-BRAND-NEW-/221153189320?hash=item337dc1ddc8&item=221153189320&pt=Motors_Car_Truck_Parts_Accessories&vxp=mtr)
You will also need a single stage air bag like this one http://www.ebay.com/itm/Bmw-E36-M3-Steering-Wheel-Airbag-Part-32342229030-328i-328is-M3-96-97-98-99-/190760532420?hash=item2c6a36b9c4&item=190760532420&pt=Motors_Car_Truck_Parts_Accessories&vxp=mtr (http://www.ebay.com/itm/Bmw-E36-M3-Steering-Wheel-Airbag-Part-32342229030-328i-328is-M3-96-97-98-99-/190760532420?hash=item2c6a36b9c4&item=190760532420&pt=Motors_Car_Truck_Parts_Accessories&vxp=mtr)
You also need a slip ring from a 98-99 e36 M3
Here is a couple of different DIY’s for installation http://www.dvatp.com/bmw/diy/steering_wheel_conversion/ (http://www.dvatp.com/bmw/diy/steering_wheel_conversion/) and http://www.frankies-bmw.com/3series/diy/steering_wheel/bmw_3series_steering_wheel.php (http://www.frankies-bmw.com/3series/diy/steering_wheel/bmw_3series_steering_wheel.php) By the way the e36 M3 steering wheel that I installed in my 94 Mtechnic 325is is like the one pictured in Doug’s DIY.

I think OP means something along the lines of the new e90 m3 "M-Performance" wheel http://www.rcollins.org/m3/wheel/Wheel_24.jpg

And im afraid i cant answer your question.
