Exhaust valve at LHS tailpipe

Can some explain to me when this valve is open and when it is closed? I know its closed at start up, then opens shortly after. But does it close any other times? I am thinking about shoving a golf tee in the hose, but if its open all the time except for start up, I don't see the point.

it's only for startup. Closed then, open any other time.

Just unplug the solenoid.

It can sometimes create an exhaust rattle when it's closed. People enjoy the more aggressive exhaust sound when it's open/at startup...
