Is this screw suppose to be missing?

Took my car in to have the injectors done and the coolant flushed... I never noticed this before but this bolt (if one belongs there) is missing.

Yes, I know the engine is dirty... this weekend on Friday the care is getting a full interior and engine bay detail.
