He needs to do the following. I did it and the cylinder is solid and will never spin. No need to pull the lock tumbler out. Just remove the lower steering column cover to access the bottom of the switch. Drill thru the aluminum lock casing but NOT into cylinder with a 1/8" bit. Then using a sheet metal screw, thread it into the hole until it bottoms out on the tumbler. Tighen snugly.
