Hi Guys

Well, I need someone to go to any California DMV and file and get some paperwork for me,

The story with the car is that i purchased a 67 Impala fast back from copart for 1400USD, however the car has a lien title placed back in 2001 by Rancho Del Torro towing for the amount of 1184USD which has been paid for however the lien has still not been removed, the car also has no title whatsoever nor has its taxes and fines been payed therefore the car cannot leave the US until the car has a title and all its taxes and DMV fines have been payed.

I have been in constant contact with copart and they have stated that anybody can go to any California DMV and pay all necessary charges and receive a new title then handing it over to copart in order for the car to be shipped over.

I have all the paperwork that copart has sent me in regards to the car and a screen shot of the details at the time of the auction that i could send

Also, i have read up on the required paperwork for registering a vehicle after a lien sale and as stated by the California DMV website

(1) Application for Title or Registration (PDF) (REG 343) completed and signed by the new owner (Not available)
(2) Certification of Lien Sale for Vehicle Valued $4,000 or Less (REG 168A (PDF)) completed by the lienholder with the DMV printout and postal receipts attached (Attached in the PDF by Rancho Del Torro towing)
(3) Printout of DMV record (Not available)
(4) Vehicle/Vessel Transfer and Reassignment Form-Odometer Disclosure Statement (REG 262), if applicable (not required for older cars)
(5) Smog Certification, if applicable (Not required for cars before 1975)
(6) Applicable registration and/or transfer fees and use tax (Must be paid in person at any California DMV)
(7) Verification of Vehicle (REG 343 (PDF)), if there is no record of California registration (Depending on number 3)

Im willing to pay 400USD once the title has been handed to copart plus any expenses incurred such as petrol, paying taxes, fines etc.

Guys, i will be eternally grateful if you can help a fellow E38'r on this and get the wheels running for a beautifully restored '67 Impala:help

I understand, ill pm with my email and you could send me an email and ill reply back with pics of the car, paperwork that copart sent me and all.

If you could find out the amount needed to be paid and paperwork to be filled for me or you to receive a new title so customs would let the car leave the US.

I have joined this forum and purchased a 750 in order to blend amongst others and waited and plotted for years as i secretly plan to scam someone but thanks to you, ill have to go somewhere else!:(

This is the biggest issue, highlighted in red... "verification of vehicle"

The car needs to be inspected by either chp or dmv to verify vin and no stolen parts/frame.

I have been through this very process many times. Because you have an issue with the car being out of the system AND the lien, you are up a creek unless you can present the car in physical form to one of the above agencies.
It would be worth your time to enlist the help of a lien company versed in california lien laws.

Isn't that done by customs as its leaving LA port being loaded into a container heading my way?

If not, wouldn't Copart be able to send pics of the frame vin or verify it themselves or coordinate with the DMV or CHP?

Any recommendations for California based lein companies?
Google keeps giving me property only lein companies

You must not have heard of my luck!, their agent who would usually deals with these kind of things left with no estimate of when he would be back

Why would anyone buy a vehicle without the ownership papers? It's illegal here in Canada. We can't even scrap a car without the valid ownership in our name. If this CoPrart sold you a car without proof of ownership, call the cops and have them arrested for selling you a stolen car.

If your out of country and have posesion, best to part it out.

If the car is in the still in the system, a new title can be re-issued, the other problem you will face is that for DMV to re-issue a title, it has to be registered to a New Owner.

What you might want to do is have someone domestic buy the car, get the paperwork sorted out and then get it shipped. Otherwise, Co-Part should take care of all this for you.

When Co-Part acquired the car, it would have been their responsibility to clear all the paperwork and satisfy any Liens on the title, etc. I don't understand why they are not taking care of this. As a Licensed Re-Seller, they have a better chance of getting a title re-issued than an individual walking into DMV. Makes no sense to me. You can't just walk into DMV and get a title for a car.

I was asking for a status update on the car since a week has passed since the last update, they informed me this and iv been running around hectically asking all my friends and family if they know anybody in California

spitfire980 - I know you know you'll owe Slvr328IS a big debt of gratitude, but unless you've ever dealt with the Calif. DMV, you'll never really know how much!

You do realize he'll be waiting in long lines only to be sent to another section of the DMV, then to be told he needs to go back to the first section again.

Just saying the DMV isn't exactly the most fun place to visit, especially if you don't have an appointment!

No, its not done by CUSTOMS for DMV. These are two separate
entities that have no dealings with one or the other. Dmv needs to verify the vin and the vehicle to match the title and dmv paperwork to the car, otherwise you could be getting a title for a car that does not physically exist or belong to you. The reason I say does not "exist" is because when a vehicle has not been registered with ca dmv for more than 7 years, it "falls out of the system" unless it is salvaged then it stays in the system until the registration is completed. DMV then is then under the assumption that the car which has fallen OUT of the dmv system has been lost, crushed, parted out, or abandoned... hence the reasoning for the "does not exist" statement.

This is why dmv needs to see the car in person to verify the vin and create a new title.

I don't think copout, excuse me... Copart will coordinate with dmv or chp because the title needs to be issued to the buyer.... they are not going to be registering the car for you.

The person trying to complete the registration and acquiring the new title will be responsible for this... UNLESS you do NOT have to present the car for dmv vin verification, and I STRONGLY recommend to whom ever helps out with this does not initiate any inspection of the vehicle with leading questions.

I have a guy who handles liens for me but.... it can be expensive and very time consuming. A new lien can be put on this car with a NEW interested party(lien holder) to acquire the title if you can not do anything with dmv and the current unsatisfied lien.

Also... knowing a little about dmv and the loopholes can be quite helpful in this case.... pm me if I can be of further assistance.
