tailgate actuator question

On my touring, when I lift up on the tailgate I can hear the actuator cycle, and also see the tailgate move a bit, but it doesn't unlock. After five or ten cycles, it usually unlocks. Does this sound like a familiar problem to anyone?

Could this simply be the actuator going bad, or possibly a voltage, or alignment issue?
