Fog light high beam thing

So I'm used to fogs turning off when the highs beams are on, but on the M only one fog light turns off when the high beams are on. What should I be lookin for here?

Make sure the ground to the highs is connected. The little pin behind the dust cover. The fogs use the highs for ground. I bought new Depo's and didn't put bulbs in the highs and it was making the fogs come on at weird times.
