BMW horsepower. At the wheels or flywheel?

I have always heard BMW horsepower is at the wheels. Is this true?

No, not necessarily. Wheel horsepower is always depicted as "whp".

All manufacturers will rate horsepower at the engine/flywheel.

BMW's drivetrain loss is typically less than that of other manufacturers though so the actual wheel horsepower is closer to engine horsepower than other makes.
