How do I remove the plastic vent inside the hood? I got the 2 screws on the top side but what am I missing here. Did BMW seal it up with some kind of epoxy?

That looks like the cavity for the micro air filters - why would you want to take that part out?

That is in fact what it is. I am taking everything off my hood to have it completely sand blasted and powder coated.

OK now....why would you powdercoat your hood??? I can see (maybe) the sand blasting if it badly rusted, not if in fact it is just to prepare for painting.
A good sanding, might even try a DA if it is BAD shape - pealing or bad paint job previously. Sand blasting can be very destructive if not done correctly especially on large flat areas like our hoods, not as easy as it looks.

Those 3 expanding rivet's (2 piece) just pop out.

Thanks motion that worked. For some reason i thought those were snap rings under the heads. But where I was really having an issue at was where the inside piece and the outside piece are joined together. I figured it out though. Some type of tar material is holding them together. Alittle heat and they slide right apart.
