Please rephrase your first question or take a pic cause I don't understand what you're talking about. About the wipers...have you the checked the fuses that correspond with the wipers?

When my car is started but the lights are not on the LEDs for the plate lights flash and it'd be hard to take a pic and for the wipers I changed the relays but I don't know where the fuse is for the wipers

What bulbs are in there? It looks like it is trying to do the bulb check but it wont work if you have the wrong type of bulbs in and it will cause some odd issues.

Ok I got it, Thanks for the video. Sometimes those led license plate lights can cause voltage issues. If they dont have a built-in resistor they can cause a problem. Try putting the stock lights in and see if they work. If they do then you know it's the led bulbs.

Look at the fuse box panel and see if you can locate the wiper fuse. I think there's fuse map in the manual that you can find on www.e38.org if the fuse is good and the relay is good then it's probably a bad wiper motor.

Yep, put some resistors in with the bulbs or get different ones.
The flashing is caused by the LCM checking the resistance of the lights.
