How to get temporary tags for transporting back to VA?

So I'm looking at a few out of state cars that I would most likely drive back to VA - how do I go about getting a license plate for the drive back? I can't find a thing on the DMV's site. Will they issue tags that I can take with me when I go to get the car?

Transport permit. You can buy them on the VA DMV website.

Any idea where? I've searched the sit for transport permit and transmit permit and nothing came up
