Yes, the passenger PCV port needs to be blocked to run a oil catch can (OCC) because the passenger side PCV port spits out more oil vaper than the driver side if unplugged. Why? Well, that's because the passenger port is under suction much more often then the driver side since the car runs under vacuum (not boosting) for most of its life. The plug negates the use of the passenger port and the vaper will ALWAYS be pulled through the driver port. That's preferred because you run the oil catch can on the driver port and connect to the intake on the pre-turbo side; so it draws vapor out during both vacuum and boosting driving.
If you run a OCC but don't plug the passenger plug, you'll still pull in oil vapor for most of your driving habits, because you're not boosting 100%; its more like 20% or less. That means the 80% of driving is pulling the nasty vapor right into the intake manifold through the passenger port.
