Wipers not working

i JUST PURCHASED A 2001 740IL AND THE WIPERS ARE NOT WORKING AND THE WASHERS WORK INTERMITANTLY BUT EVEN WHEN THEY DO WIPERS DO NOT WORK. I HAVE CHECKED THE FUSES AND THEY SEEM TO BE GOOD DOES ANYONE HAVE ANY FEEDBACK THAT MAY HELP ME WITH THIS PROBLEM. I WOULD APPRECIATE ANY HELP I CAN GET THANKS
