Looking at getting this

Is there something else out there that is better for the price, dont want to spend more than $80

I think that is a waste of money, it looks like it can only read engine DME codes, and that is something you can get by "5 stomps" at the gas pedal. And it looks like screen only can display two digits at the time, must be very confusing reading the codes with that tool.

The only good tool that I know that it works great on OBD1 bmw, it can read the ABS, SRS, DME, EGS, codes. Is the snap-on MT2500, and that is around $300 now. I had to buy one because that is the only tool that could read EGS(transmission) codes on OBD1.

Carsoft v6.5 will read and reset codes for DME and some other modules on pre-1996 cars and an interface will cost less than you have budgeted. Only downside is that you will need to use a laptop or have an old computer close enough to connect to your car via the interface cable (about 1.2 - 1.5 metres).
