ASC motor stuck running?

I have an 02 Mini Cooper S which sat for two or three years. After a new battery was installed the ASC motor is stuck on even with the car off and no key in the ignition. The only way to make it stop is to disconnect the plug!

Where should I start?

disconnect the batter a couple times, if it keeps going you may have to replace it.
