Damaged on board computer

Hello,

Could a fried 95 m3 on board computer be the culprit of my trouble? car won't start? i replace fuse # 31 twice but the OBC its fried and it damaged both fuses.

i disconnected the OBC and factory alarm, but nothing happened.

Battery is new as well as the starter.
