whats up fellas
I just had some questions...
what is the real difference between lips and bumpers ?
I know I need to chnage my bumpers due to scratches and scrapes and
dragging due to previous owner and my dad( -_- ) from parking too close
to the curbs making the bumpers to scratch
to my knowledge lips are put on the bumpers and rear to help aero and such but what does it actually do?
and when I read articles it doesn't really show any 528i with M tech bumpers just 540 and year 2000+ ...
I own a 99 528i and was hoping to do some work on it.
what I am hoping to do is just change my bumpers , exhaust, lowering it a little, with folding mirrors when you lock your car (I hear thats m5 mirrors)
and I kept searching but there is many sites offering m tech bumpers but..
how can I check if they are OEM ?
just few questions probly I can search on my own but, its always good to ask? haha
thanks for reading hopefully you guys can help me

Lips are just attached to the bumper, and should help with high speed stability and help in cornering, and bumpers are the whole shebang.
You know it's OEM if it's expensive! Hahahaha they usually specify whether it's OEM or not (if it doesn't say it's OEM, it probably is aftermarket).
I believe all the E39s (except M5) have the same bumper fitments, but if you get and OEM M5 bumper, you'll probably want to get M5 fender liners, brake ducts, and lower engine panel.

I just figured out that m5 bumpers dont have cooling ducts so I need all those? and what do you mean by expensive? as in 800~1k zone?

Yes the OEM bumpers are in that price range.
You probably need the M5 fender liners do a conversion, but you can still keep your original brake ducts and find a way to hold it to the new bumper, and you can either get the grill with the brake duct opening or make it your self.
Also you'll still need a new lower engine cover to fit the M5 bumper, though a lot of people (my self included) drive without them.

2003 was the only year M5 bumpers came on a 540 with M package.
