Are These Interior Lights on by Default?

I have a 98 528i and I don't have the owner's manual, but I have downloaded the 2000 owner's manual. I also have the Bentley manual (maybe I should have looked there...), but I couldn't find anything definitive about whether the headlight switch and the emergency switch indicators are suppossed to stay on (illuminated) all the time. Hours after the car is shut down, these lights persist in staying on, so are they designed that way or do I have an issue?

I believe so. Also those scratches around your light switch came from the factory. Lol JK, mines looks exactly the same, wish they would come out.

Ya know, I didn't even notice those scratches until after I looked at the photograph! Normally I don't see them - I guess I don't get that close to the switch, since its at arm's length..

They are intended to stay on with a key in the ignition but they should NOT stay on when the car is off.

Okay. Any idea of where to look for the source of the discrepancy?
