The dealer can print a history out for you, but it will only include what has been done to it at the dealer (at least in the one's I've seen). In terms of having to pay, just ask. All they can say is no, and they are supposed to be customer service professionals, so they should cooperate.

Only the services that were done at a BMW dealer will be on the record. Otherwise, you will have to either trust the seller or get his/her stack of receipts.
