Hi. Im about to start my new project. I always loved Bmw and M3s and since im from Europe im returning to my roots. My goal is having E36 M3 Turbocharged, nothing crazy, just street car with 350+ whp. Problem is here in US there is some difference between 95 and later years of e36 M3. So which year is better to go with
It doesn't really matter. Just to stir the pot I will say 95 because OBDI is cheaper to tune, and you have slightly more cylinder wall thickness. On the other hand you could go OBDII and buy a Technique tuning kit which is awesome. Also did post in or at least check out the FI section?

I would agree there is little difference between 95s (OBDI and 3.0L engine) and 96-99 (OBDII and 3.2L engine). A 95 might be a slightly better choice but I don't think it should have a great effect on your buying decision. Other things like how well the car has been maintained, overall condition of the car and the price of the car relative to how much you can afford should have much more weight then the year of it. Also the FI section is a wealth of information check it out.

Maybe try chatting it up in the Forced Induction (http://forums.bimmerforums.com/forum/forumdisplay.php?f=150) subforum and getting opinions from those guys....

if you care for only 350 whp then either one will get you the same results with reliable usage and decent entry level pricing for a kit (if you choose to go that route). if you want crazy power, consider an M3 with a blown motor and drop a 2.8L in there to take advantage of the thicker cylinder walls along with the better starting point that is the M3 variant of the E36 chassis.
