heres a pic of one of the spots. I have 3-4 spots on each wheel like this. Is there anything i can do without having to refinish the whole wheel?

aluminium doesn't rust, so that's caked on brakedust and grime
should come off with a good wheel cleaner, just don't leave it on for too long

i scrubbed the crap out of it and couldnt get it off. Any suggestions on a cleaner?
also, what if its actually corrosion and not caked on stuff? if so, am i screwed?

painted aluminum doesn't corrode when it's not coming into contact with another metal.
It's caked on grime. Small amounts of carb cleaner and a toothbrush should get it off.

and corroded/oxidized aluminium would be white

Try the P21S Gel Wheel Cleaner will remove that grime from your wheels. Once you remove the grime apply a Wheel Sealant to the wheels and this will help prevent Brake Dust or grime from sticking to the wheels.

I've used steel wool lightly with wheel cleaner to great effect. You'll need to seal the wheel afterwards though, as stated above.
