I've bumped into this issue on my m3.
In essence, my central lock button only locks both driver side doors. The passenger side doors remain unlocked. Same with alarm (factory), whenever I lock or unlock the car from outside.
I've called a dealer and they said it is "interior body control module", "that is bound to a car and needs to be manually re-programmed when you purchase a brand new one"
I checked fuses and they are fine. What do you guys think it could be?

bad door lock motors?
A relay or connection considering both of them don't work. Did they both stop working at the exact same time?

So you basically can only lock the driver sides, not the passengers. If you try locking the driver side door from the outside with your key, does it lock all doors?

The other question is if you have all doors shut and manually push the right front door lock down, does it lock anything else? If not, I'd say relay. If it does, I'd say BCM.
Sounds like my damn Range Rover. I swear it has some five way wiring and there is a British midget hiding in the truck randomly allowing certain locks to work when he wants them to.

If the rear lock buttons don't go down or are stiff going down compared to the other doors when you push on them with the doors closed I'd try new lock actuators. The parts aren't too expensive and only take about 30-45 min with basic hand tools to change out.

Thanks for replies.
UPDATE:
All doors are unlocked: I push down the button on the passenger door, and all doors lock. Same with the key from the outside. So the passenger door does engage the central lock. However, the motor does not work at all on this door.
The rear door passenger door: The motor makes like a grinding noise, I can see a button on the door move down a bit in attempt to open and close it, but it fails.
So so far, 2 bad motors on both passenger doors?

Could be a bad lock actuator on the drivers door not sending the signal to the rest of the locks since the locks try and work from the passenger front door.

If you are in the back seat and the door is closed and you push on the lock button and its stiff and doesn't work it sounds like another bad actuator.

I agree, bad loack actuator on the drivers door, common on E36, REALLY common on E46
