Weird A/C problem

When I have the A/C running I have hot air coming from the bottom of the passenger side seat. Are my flaps stuck or something? The controls are on the up position but still getting hot air.

Anyone running the same problem?

Regardless of flap operation there should be no hot water flowing while the controls are calling for cold air.
Sounds to me like the heater (water)control valves have failed, a common occurance.
