could i use these to fasten the hd lip to my bumper?

Yea, I think those should tap nicely, but I'm not sure if those are going to grab enough of the edging (the "X" cutouts) if you could fit a washer on the head I think you're golden. Just a tip, drill pinholes into your bumper where you want your screws to go just to give them a headstart, it makes aligning (and drilling) alot easier

Look for fender washers at HD, they'll be like 1 1/4" OD and smaller ID.
