Need cost help.

i have a 94' 325i and need a new catalytic converter to pass inspection. i have heard of some temporary solitions that cost around $300 but only last a year. The shop i may go to says the longer lasting solution would be around $1500. I was told by someone that they should not be even close to $1500 so idk what to think hah.

The $1500 figure is for oem cats, which most people feel are better quality and hence more durable. I think it's more important to make sure everything upstream of the cats in your engine is running to spec or better, BEFORE you install a new cat. What you don't want is an undiagnosed problem that will kill your new cats, whether oem or aftermarket, in short order after installation.
