So I am going to lower my bmw e30 with h&r springs. Probably going to lower 1 inch in front and back. Maybe a little lower. If I did the one inch, would I need to also get new shocks as well.

Yes, they are not damped for the spring rate of the H&R's.

For a time you will be ok with your current shocks, however they will wear prematurely. This is due to them not being setup to handle lowering springs.
Great choice with the H&R sport spring. I am currently running them on my personal 87 325iS!

there is another h&r spring set that only lowers 1 inch and says its an oe replacement. but my guess its the smart thing to replace the shocks anyways since its a different set up

We do also carry the ones you are referring to (H&R OE Sport Springs). These will lower your car, and will also not wear your stock shocks out nearly as fast as the Sport Springs would.
So you would be able to prolong the need for replacement.
