You could probably shell out $10 in LED's at Radio Shack. Then it is just up to wiring and some small circuits.
But I don't think it would look cool in a BMW, if anything it would be cheesey or ricey. Besides, why would you want to step down the tolerance of RPM's so instead of being able to see a change as small as 100 or 200 RMPs, if you had maybe 12 LED's you would only be able to notice a 500RPM change, not good. Besides, you would still have the RPM gauge staring back at you every time you checked your cluster.
Intresting idea though.

Its not a Tach, its simply a set of shift lights. On those high fast revving engines, and even the LMP cars they have the lights come on very early, so it might seem like a Tach, but its just a 5-10 stage sequential shift light. We have a 5 stage 10led shift lightg on our Fsae dash, and its pretty awesome, and they are very intense led's, but it just looks stupid on a street car.
You can get an LED sequential shiftlight for about $100, but again, pretty useless and some would say 'ricey' on the street.
But you asked if anyone has seen them, however its no a tach, its just a sequential shift light assembly.
You can make your own with a little electronic wizardy, actually you can probably make one built into your steering wheel for less then $50 if you know what you're doing. But don't plan on having anyone say its not cheezy, hehe.
Have fun though, might be a cool project to just try out.

I believe BMP Designs in Tyler, TX has something like this. It's a sequential shift light like 95m3racer said. The one that BMP has actually is a piece that attaches to the 6-bolt pattern of the Momo and Sparco steering wheels and has a sequence of leds that light up as you get closer to the shift point. This sounds like what you are looking for. Not sure of the cost, but I agree with Hyperion in that it'd be kinda useless on the street. But that's just my opinion. Do with your car as you will...:D

Uh, what you are looking at is a LCD dash from Pi Research.

Or it could be the special steering wheels dashes that are being used now.

They are part of a complete data acquisition system. They monitor everything about the car from throttle and brake position to rpm to g forces to critical temps and pressures. Most of them are user configurable and many have multiple displays that can be switched by the driver or automatically if a critical data stream is outside set parameters.
Other data acquisiton systems and dashes are available from Competition Data Systems, Stack Instruments, and a few smaller companies.
One of my best friends (and someone I introduced to karting) wrote the software for Competition Data Systesm (CDS).
