Is it your car thats June 99 build? or the steering wheel? I presume it's the car!

I'm sure that an E46 'normal' slip ring will fit and if so, I could send you one from over here in the UK as they go quite cheaply. If you need an E46 SMG slip ring, I'm able to source those as well. Have a couple E46 SMG steering wheels too!
