Is the ECU of my car fried or could it be a blown relay?

My buddy hooked my car to a diagnostic machine but his machine could not read the ECU of my car.. What could this mean?

What relays or fuses are associated with the ECU?

the relay in the electrical box provides main dme power
3 relays, fuel pump, o2 heater and main relay all next to the dme
