I have replaced the Blower motor and fuse after reading similiar post, however it still only blows AC or heat on High. Does anyone know what controls the speed at which the blower blows?

Did you change your blower resistor? That's the first (and probably only) thing you should have changed.

BMW part number 64-11-8-391-749

My car had the same problem. I immediately swapped out the blower motor resistor and it worked perfectly afterwards.

BTW, don't buy a used one, they probably won't much longer than your current one did.

Yes, considering a new one costs $27 on pelican, you should get new.

This. I have the digital climate control so the new ones are over 70 bucks. I thought I'd save a bunch of money buying a used one...didn't work out so well in the long run. It died on me 4 months later.

Oh ya, the part that takes the job of the blower resistor for the automatic climate control is a bit more expensive. The new redesigned one lasts much longer than buying a used one. Pelican should have those cheap as well. I wouldn't buy anything other than OEM on that part.
