Is this electric rust? What is it? How to remove it? Is it causing an issue to the circuit board? Thanks

I though so but look at pic 2 on the bottom left row... almost the whole bottom row got it....

The black stuff? Doesn't look like any corrosion I've ever seen. I suspect the factory put it there, got my why or what it is.
I see now. I've seen that before, maybe flux as another has said. If you think it's creating aproblem try cleaning it off with contact cleaner and a soft brush.
Might as well reflow the solder joints while you're there.

You need iron for rust. No integrated circuit should contain iron. Could be flux left over from the factory.

Ya could stop by a parts store and pick up a bottle of quick dry electronics cleaner and that should safely remove any shenanigans on your circuit board.

Not corrosion.
It's dried out flux.
Should not cause any problems.

Now for the soldering.... just give it more solder to those particular spot?

Were you having problems with the lights? Just heating the solder til it flows should be enough to revive them, but adding a very, very small amount of fresh solder would do it some good in the long run.

Red stuff is dried out flux. (used to aid in effective soldering) Not an issue. It can be cleaned with rubbing alcohol but then you would remove a protective coating that prevents corrosion.
Electronics will develop a conductive oxidation in moist environments but it will look more like white crystal mold (see below). I've seen this on 70's vintage stereo electronics that spent their life in humid warm climates. Vehicle electronics are protected at the factory with a lacquer coating.
