I had water spots that had a light mist of spray paint that got over it on the corners of my windshield and I took just a tiny bit of rubbing compound and got it off. It didn't scratch it and I don't exactly recommend it but it worked. Maybe another member will see this and let you know if it's alright to do this. I figured if it can get spray paint off my car it can get it off the windshield and windows.

Razor blade for deposits. Make sure it's sharp. CLR can work too.

What about rubbing alcohol? It seems to get just about anything off my glass. Haven't tried it on water spots though. I'd say ^^^ razor blade +1 then alcohol.
